How to Merge and Reorder PDF Pages for Free
Combining PDFs and reorganizing pages are two of the most common document tasks that people get charged for. Almost every online tool limits you to merging two files before demanding an upgrade, or puts a watermark on the result. This tool does neither. You can merge as many PDFs as you need, delete any pages, drag them into any order, and download the result with no restrictions.
The editor layout: understanding the Pages panel
When you open a PDF, the editor splits into three sections: the Pages panel on the left (thumbnails of every page), the canvas in the center (the view of whichever page you clicked), and the tools panel on the right. The Pages panel is your control center for all page management tasks.
Every page in your document shows as a small thumbnail with a page number below it. There is an ✕ in the corner of each thumbnail for deleting, and a drag handle for reordering. The + button at the top of the Pages panel is a shortcut for the same "Add Pages" function in the toolbar.
Step-by-step: merging multiple PDF files
Go to totallyfreepdf.com and drag your first PDF onto the upload area, or click to browse. This becomes the base document. Its pages appear in the Pages panel.
Click the Add Pages button in the toolbar (it has a + icon). A dialog box opens prompting you to choose a PDF file.
Browse to the second PDF and select it. Its pages are appended to the end of the current document. You will see the new thumbnails appear in the Pages panel after the existing ones.
Repeat the process to add a third, fourth, or more PDF files. Each one appends to the end. You will reorder everything in the next step.
In the Pages panel, drag any thumbnail to a new position. Grab it by clicking and holding, then drag it up or down in the list. The order in the panel is the order of the final PDF. Rearrange until the sequence is correct.
Click the ✕ on any thumbnail to remove that page. This is useful when you merged a large PDF but only need certain pages from it.
Click Download PDF. The downloaded file contains exactly the pages shown in the Pages panel, in the order you arranged them.
Common scenarios
Combining a signed cover page with a multi-page document
Sign the cover page in the editor, then use Add Pages to bring in the remaining document pages. If the cover needs to be at the front and it ended up at the back after merging, drag it to position 1 in the Pages panel.
Extracting specific pages from a large PDF
Upload the full document, then delete every page except the ones you need. Download the result. This is faster than splitting the file in a dedicated app, especially when you only need a handful of scattered pages.
Assembling a packet from multiple sources
Court filings, loan applications, insurance claims, and similar submissions often require combining multiple documents into a single PDF. Open the first document, add the rest, reorder to match the required order, and download. The process typically takes under five minutes for a standard 10-20 page packet.
Rearranging a scan that came out in the wrong order
Flatbed scanners, sheet-fed scanners, and phone camera apps all occasionally produce pages out of sequence. Upload the scan and drag the thumbnails until the pages are in the right order. Much faster than rescanning.
Removing a confidential page before sharing
If a document has a page with salary information, personal data, or other information not meant for the recipient, delete that page in the editor and download the trimmed version. Combine this with the Redact tool on the main document if needed.
How many pages and files can you merge?
There is no hard limit on the number of files or pages. The practical limit depends on your device's available memory. A modern laptop or desktop with 8 GB or more of RAM handles PDFs of several hundred pages without trouble. Very large files (50+ MB) may be slower to load on older devices.
If you are working with a particularly large document and the browser feels sluggish, try closing other browser tabs before uploading. PDF editing runs entirely in your browser, so the more memory available to the tab, the faster it works.
Reordering without merging
You do not have to merge anything to use the page reordering feature. Upload a single multi-page document and drag the thumbnails around freely. This is a common need for documents that came out of a scanner in duplex (two-sided) mode but ended up in an odd interleaved order, or for any document where you need to move the last page to the front.
Saving your work mid-session
The editor keeps your work in browser memory. If you need to stop and come back later, download an intermediate version of the PDF. You can re-upload it and continue editing the merged, reordered file later. Nothing is saved server-side, so downloading is the only way to preserve progress between sessions.
